Is the main character(Russian guy)Niko from GTA derived from that airforce film with Owen Wilson?

I do not know whether Niko was derived from the movie or not, but I would like to correct a mistake about him: he is not Russian. Niko Bellic is a Serbian veteran who participated in the war and took part in the genocide done to the Muslims in Bosnia.
